Last Month AT&T internet tethering was found in iPhone OS 4.0 beta 4 But Now It's Official, iPhone Tethering With AT&T Coming With iPhone OS 4 in the United States this summer after Apple releases the iPhone OS 4 Final Version, It offers tethering as a $20 per month add-on.
Smartphone customers – including iPhone customers – who choose the DataPro plan have the option to add tethering for an additional $20 per month. Tethering lets customers use their smartphones as a modem to provide a broadband connection for laptop computers, netbooks or other computing devices. Tethering for iPhones will be available when Apple releases iPhone OS 4 this summer.
For existing iPhone Customers, they will switch to new $25/month 2GB plan from the current $30/month unlimited data plan. So if you don’t want tethering, you can keep $30/month for unlimited data but in order to get tethering your data plan rate will increase to $45/month ($25 + $20) with a 2GB data cap.
Customers can pick the new data plan that best meets their needs ? either a $15 per month entry plan or a $25 per month plan with 10 times more data. Current smartphone customers are not required to switch to the new plans, but can choose to do so without a contract extension.

This is a work in progress but I thought I would share the results so far. Cydia still has some issues, many applications install but crash, some examples include mobileterminal, sbsettings, five icon dock. I did this only to hopefully motivate the developers to get their applications ready for 4.0 as it is coming very soon and the last thing we need in the community is to have repos full of broken apps! I accomplished this by patching asr, lockdownd, LLB, iBEC, IBSS, iBoot, kernelcache, MobileSafari, Services.plist, and fstab. The binaries were patched with IDA Pro and OxED and were then diffed against the original pwned files with bsdiff to create patch files. I then took the diff files and built a firmware bundle that I dropped into Pwnagetool and updated the cydia tree within Pwnagetool as well. Once this was done, I created a custom ipsw with Pwnagetool, unzipped it, applied a pwned LLB from a pwnagetool generated 3.1.3 ipsw, zipped it back up and restored to my device. At this time I am unable to get my T-Mobile NL sim to work so I downgraded back to 3.1.3 after playing around with 4.0 for a while. I look forward to the release and the official unlock from the Dev-Team. Many thanks to @p0sixninja for many hours patiently showing me the tricks and tips of jailbreaking 4.0b3 and then setting me out on my own to do beta 4. Without his tutelage, this would not have been possible :)

That`s it, worked fine for me. You can restore your iPhone with your saved 3.x backups. To backup from 4.0 with iTunes you need to install the latest iPhone OS 4.0 SDK (google).

If you are a member of iPhone Developer Program you can go head and update your iPhone to the Next Generation Version which is iPhone OS 4.0. If you have tried OS 4 and want to get back to 3.1.3 or 3.1.2 you can follow this guide, Remember that the below step by step guide will only downgrade your FW from iPhone 4.0 to iPhone 3.1.3 or 3.1.2 or lower. It won’t downgrade your base-band. We will be using fuzzy band to downgrade your based-band.
Note: Make it on your own risk, we are not responsible for any damage for your Device, but I tried it on my device and it's working.
Steps: Step 1: Download the firmware you want to downgrade then Download rslite. Step 2: Now connect your iPhone to computer. Step 3: Put your iPhone into DFU mode by using the step by step guide from Here. Step 4: After putting your iPhone into DFU mode, iTunes will prompt a message “iTunes has detected an iPhone in recovery mode”. Click “OK” Step 5: Then Hold down the Option Key and click Restore on your iTunes. Step 6: Let the iTunes Restore, at the end of restore you will get error 1015. Step 7: Now run rslite which you downloaded (it will open in terminal) and this will by pass error 1015. But if you got this message then go back to Step 3 and put your iPhone into DFU mode
Connecting… Apple Mobile Device not found in Recovery or DFU logout
Step 8: Execute the following
setenv auto-boot true saveenv reboot

Well, iPhone OS 4 Beta 3 is now available for Developers with an updated version of SDK for iPhone and iPod touch. Only members of the iPhone Developer Standard or Enterprise Program can access these betas of iPhone OS 4 and SDK by signing into Apple Developer Connection.
iPhone OS 4 Beta 3 and SDK includes new API improvements, features and bug fixes. Beta 2 of iPhone OS 4 was released last month on April 21st. The first Beta of iPhone OS 4 was unveiled in a preview event, held at Apple’s 1-Infinite loop campus in Cupertino. This announcement added lots of new features for both users and developers alike.
Well, What's new in the Beta 3.. Here's a collection of some new features that have been added to the new iPhone OS 4 Beta 3
File Sharing: An exciting new feature in the latest iPhone OS 4.0 beta might finally address a long standing complaint of both users and app developers: the inability to easily move non-media files between the iPhone and a computer. According to Boy Genius Report, iPhone OS 4.0’s new File Sharing feature will allow you to transfer and sync files directly between your iPhone and your computer.
All you do is plug your iPhone into iTunes, go to the Apps tab and scroll down. On the left side of the screen, you choose an app from a list of supported programs, while the right side of the screen allows you to copy files into that app’s sandbox or save them from your iPhone onto your computer.
Media Player Widgets: When you fire up the multitasking interface you see a new set of widgets that control the iPod application. To access it simply swipe to the left. From there you’ll be able to play, pause, move between tracks and open up the iPod app itself. Let’s hope this is just the first of many such widgets.
Multitasking: Closing Applications: Shutting down applications that were running in the background was a huge pain in the butt in previous releases, but things have been simplified in beta 3. No longer do you have to press, hold and click close for each application. Instead you simply press and hold the icon of one of the many applications you’re currently running, and you’ll be given the option to close whatever ones you wish in rapid succession. A good way to describe it is by saying it basically now works in the same way you delete apps on the iPhone.
Orientation Lock: A big new feature has been added to the multi-tasking user interface in iPhone OS 4, and that appears to be a widget interface for the iPod app. If you flick to the left of your first window of open apps, you are greeted with a few new buttons.
A stationary iPod button to quickly launch the app, iPod music controls, and Orientation lock. The orientation lock is just like on the iPad, but instead is controlled via this new menu. Tap once to lock in portrait, and again to unlock. The iPod music controls are similar to the ones that used to appear when you double clicked the home button.
